Step 1: Draw two concentric circles with focus O and radii 3cm and 7cm separately. 

Step 2: Then, Join OP and cut up it at O′, so PO′ = O′O 

Step 3: Now, Construct circle with focus O′ and sweep O′O 

Step 4: and at end Join PA and PB
